... i wasn't present when people investigated this, but managed to ask around some questions.
There was 'roving museum' in Residential District of Peltarch, adventurers happened to see and admired what was exposed there ... then mr. Salin Ashald felt something in weave.
Then skrying magick followed.
It seemed that artifact they were looking at was illusory fake ... it seemed that a powerful mage stole it and escaped to a demiplane of sorts.
Adventurers didn't know anything about artifact, what it does do ... other than it was called 'Cog' of the Outer Plane of Mechanus.
Demiplane the mage escaped to had legions of machines as well.
By mr. Salin's words, he estimated this mage to be as powerful as Maria, if not more.
Maria is a wizard who knows how to cast 9th Circle Spells, including: 'Time Stop'.
